picture in picture (PIP) editing program?

i am a potato in search of adventure
I was wondering if anyone knew of a 100% free (no trials), and good quality editing program that does PIP?
That's all I'm going to use it for as I already have a good editing program I use for videos, but it just doesn't have PIP.
I don't want to just search and download any one of them because of risk of viruses and stuff. I'd like the opinion of someone who has and uses one that's good and free and stuff.
I have a Windows computer so I can't get Mac/Apple programs, and I'm 15 so I can't buy anything (and I'd prefer not to ask my parents as they've already gotten me quite a few expensive things for videos these past few weeks).

I use Adobe Elements 12 and it has it. I used it in one of my videos. Now they have Adobe Elements 13 if you want it. But they are both super cheap and you can buy online for under $100 in fact you might even be able to find elements 12 for under $50. So not free, but the good news is you can try almost any editing software out there for free for 30 days. Maybe try out a few and see which ones you like and then purchase the one you like best.
 
PIP is a fancy name software makers started using for placing track upon track to show two video clips layered on top of each other. Most decent editing software allows you to do this using tracks :)
 
It can be done in Blender as well. Blender is a free program that does work on Windows. It's mainly a 3D animation program, but it also has a non-linear video editing capability. I do all my video
editing in it. To downside to Blender is that the learning curve will pretty much kick your a**. There are a lot of tutorials out there, but most focus on the 3D aspects of it.

If care here is how it's done in a nut shell.

1.) In Video sequence editor, input your main video as it's own strip.
2.) Add a the second video as another strip.
3.) Apply a transform strip to the second video strip.
4.) Apply the necessary X,Y offsets and scaling.
5.) Select the main video first, then select the transform strip, and then an add alpha over strip.

There you have it, PIP video.
