photoshop CS5, help.

stuff like that yes. i also i cant find anything on the internet of moving specific sections of pictures to background and foreground, is this possible? i would assume it is, but cant find any options on it when i select a section.
and now ive also kinda figured out how to do the thing i was trying to. jazzy helped me out pretty good :)
Just use the pen tool to select the item you want to move, then press Ctrl + X (Cut) and then paste it onto the layer you want it on :)
 
I think I know what you mean, so here`s an example.
So here`s an image but it transmits /ends in to the background really sharply :
After feathering it looks like this :

If that`s what you mean, the how to do it is :

1) Use the rectangular marque tool to select your image :
2 ) Then press Ctrl + Shift + i (inverse keybind)
3) Then at the top where it says feather, change it from 0 to about 5-10 :
4) Then press the delete button 2-6 times

And that`s it :)

bring the layer forward then click on it,
on the layer section you can see "opacity 100%" change the 100% to a lower number. now yu have the face effect.

also depending on the image you can try out overlay where you go to the drop down menu and select overlay.
 
You can subtract a layer of the image and overlay some type of blur onto it. One second let me get a listing...

select layer>image>apply image>play around with settings.

putting a type of blur on the entire layer also has some cool effects.
