it is... 840 x 177 is the size for freddie wongs channel youtube.com/freddiew
Mine is 840 x 177
So that means it is the correct size for the new layout.

The new layout is 2120x1193. So it means it is not

Well it worked for freddie W.... so i gues thats the max. And thats huge so i doubt it.
Inspect element on freddie W's banner and i used that so it is accurate as well.
