I've seen quite a few outro's that say subscribe(of course) but also have a bunch of links to their other videos. I heard a long time ago that you have to have so many subs to be able to do this. Is this true? If not, how hard is it? Thanks

There is no requirement for number of subs to make an outro. In general outros with links to some of your other videos are good as they increase your channel watching retention time and this is good for your channel YouTube algorithm score (channel visibility in search results, recommendations etc ).
