OBS Streaming and Recording Lag problems!?!

It could just as well be your computer. A older PC can not keep up with live streaming HD quality. Although, if your upload is 1.6, then I would be shooting for about 1100-1200 bitrate. That way you can play your game as well as stream.

i got my pc in march of last year. i5 3570k or whatever and two AMD HD 7770's with 650watt psu.
8gb ram. not sure what my problem is
