It appears that Google/Adsense knows that you started a new account. If this account has never been associated with adsense, you can probably still partner with a network one you meet their criteria.
 
now, going a lil off topic here.. that is one of the reason you should join a network.. lot fo Ytubers ask, why should i join a netwrok if were not gonna have the banner for partners and all pages is gonna look the same" well the reason if for click bombing protection.. do you get it no ? o__O

Ps. this wasnt for the OP, it was for the people that ask the same question over and over again.. about why join a netwrok..

Yeah I was trying to partner with awesomenesstv but my monetization tab was inactive since it was linked with an unapproved account because I'm under 18 :/

You should just wait until your view count is higher and apply to a more reputable network. Even if they did pay out on time, given the $100 threshold and their rather low CPMs, you would have to average 750-1000 views per day for 2 years straight to get paid the $100. So there's not really any sense in joining with your current view count if you have any hope of making money.

Good point ;) But joined to get myself out there more, and such :)
