There are people who already have their SEO done before uploading. I'd even say it's a bit late for good SEO if you're doing it on the fly while uploading...
And for some videos it can take hours to upload. If you're on an tight schedule having to re-check all the time if your video is up can be a major pain. Especially if you start uploading before you go to sleep.
Personally, I always upload private and have to add annotations anyway, so for me it's not a big difference, but I can see how this can be a drag for others...
