I think what is going on is this:
At the moment, YouTube is in the process of working out the kinks of a new subscription program. This program will allow users who absolutely despise ads to remove them from YouTube entirely, at a monthly service fee. (My best guess, the fee will be $10ish)
This means that users will no longer see ads on YOUR videos if you have them monetized. (This might be a good thing, and it might be a bad thing.)
From what I understand, YouTube is going to take some action to ensure that channels continue getting revenue from these users. Making content creators a bit more money because of the set subscription amount. How will they do this? I'm not sure. Though, I think it can be inferred that this program is a good thing. As it will allow YouTube to make the revenue it needs to survive as an social media outlet.
