The answer is kind of. I think there's a lot of confusion around SEO/Meta Data and traffic. All SEO does for you is let YouTube know what the video is about. It has nothing to do with how much traffic YouTube will give you. Let's say you're making a video on "How to Make A Great Steak". You could call the video that. You could add that in the descriptions, and add it in the tags." If you're raw video file is called "video7214" it's not going to make any difference to change it. You've already titled it, added it to the description, and added it to the tags. YouTube knows what the video is about. The best practice is to have a relevant title in the raw file but it won't make any difference or get you more traffic. You're just helping YouTube know what the video is on. What you don't want to do is have a raw file called. "I benched pressed 200lbs" or something completely unrelated if your video is about cooking a good steak. YouTube looks at the tags, title, and descriptions over the raw file meta data but why confuse it. But if you're uploading directly from your phone or something and it's just giving random numbers or characters to the raw file name don't stress it. It's not hurting you.
