Monetized by default / Monetized(provide proof of rights)

Hi,
Now when the monetization is with submiting proof of commercial use rights i am browsing on YT and i find all the time that other small channels have monetized videos fast but they only download video highlights and reupload it on YT and they have monetized videos and i am editing my record in After Effect , and my video is not monetized because i get " monetization rejected" . But i asked man with 1000sub and he said that his videos are monetized by default . he dont need to submit nothing .

An others YT have it monetized too.

Is it because i got 2C strikes ?
Because before my monetization on video can be stopped only by getting Third party content.

And now when i am trying to monetize friendly match i cant , and my video which was all the time monetized no got monetization rejcted. And i dont thing FIFA or UEFA .

Even i have Personal Permission without documentation

i have 25,000 subscriber ,,,, 250,000 daily view And Monotization said (proof of commercial use rights )

And my Daily Earning : Zero

i am did not submit permisions to YT , because when video instantly said (proof of commercial use rights )

YT send me Email if you submit illegal montiza video again we disable your channel monotization


i am Afraid If momotization Disable they never come back again...

Are you even surprised, seriously? You are wasting your time trying to monetize content that you do not own.
 
i know that i am wasting , but there isnt way to get permission to use the content.
But i am asking why can others do it without problems ?

Most likely claimed by the copyright holders and the ad revenue goes straight to the copyright holder. TV stations are actively claiming football content on YouTube on a large scale this past year.
 
But there is new question: Why they dont have to send proof of rights ? :)
Because if they have to , they videos will be rejected from monetization

YT sort people who have to submit it and who dont have to ?
