Monetize Cover songs YouTube Deal issue

Here is something rather odd. I have sent emails to Universal Music Publishing and Warner Music Publishing to find out what songs might be part of the YouTube deal to allow Monetization revenue sharing. They finally got back to me saying that covers can only be monetized on YouTube if the user doesn't change the notes or melody. That makes no sense whatsoever because Some of the best covers are a different. AKA there are hundreds of dubstep covers performed with Guitars or Piano. Even Lady Gaga music covers are just performed with an acoustic guitar and none of these have the same notes or melody.
 
You're confusing notes/melody with instruments. Lady Gagas song might be some crazy pop song covered using just acoustic guitar, the player doesn't change the key of the song and plays same notes.
Thats interesting that they said that though. Usually you'd need sync license.
 
Alex: I'm talking about the new deal YouTube just made to allow song covers with monetization. Also they don't play the same notes. Serval bands on Youtube don't follow the same notes.

but Warner and Universal said that I have to cover the song like Karaoke or else I can't follow what the YouTube article says. But YouTube doesn't say that
 
No you said you cant change the notes of the original. And i read the whole thing. If you produce music go ahead make the beat of the song you want to cover (in the same key playing same notes) then record your vocals and stuff and by what Google says its allowed. You just have to follow those instructions.
