monetization tab is missing!

I haven't link it to adsense account. I dun know if I should re-upload it, coz I browse some web about this problem, and some people say if you re upload a video that is already banned from monetization, the whole account would be ban from monetization.
Could it be the content? I read on google forum that someone's video was not allow to monetize maybe because it's related to sex. I already change the "b***h" in title to "b*tch", not sure if it helps.

The word b***h has nothing to do with it... I think.

was this ever resolved? I'm having this issue with my current video from today- there is no monetization option at all but no reason given as to why.
