Monetization Policy & Age Restriction Policy Not For All Channels?

Hey guys!

I'm sure most of us YouTubers have age-restricted videos or videos that are 'not eligible for monetization'.
Did you ever noticed that other videos with similar or equal stories/video clips/pictures are not age-restricted and eligible for monetization? I'm sure you did!
If the YouTube content & community guidelines apply for all videos in equal measure, how is it even possible that some videos get age-restricted/not monetized and others not? What can we do to address this issue?

Honestly when it comes to everybody's content it's crazy how this applies. People have been trying to go about if for years. hard to tell how this all works at the moments.
