i have many videos with "matched third party content" uploaded in an non partnered account for some years now and nothing happened yet, and also the account standing is good
It's common sense lol.
You upload copyrighten stuff -> You get a copyright strike -> Too many copyright strikes = Disabled channel

^ what he said. I wouldn't claim it unless you own the rights.That is to claim a portion of the video, such as if you own the video 100% but not the audio, you can select visual.
I don't recommend claiming anything you don't own 100% rights to.

lets say, i own the visual part 100%, i do not own the audio part, so is it legal to claim visual only? I need a clear answer on that
Agreed, YouTube is very clear on its uploading page that you are not allowed to upload ANY content that you do not own.Just a rule of thumb. If you do not own all the rights to the content you are posting. You probably shouldn't post it.
& If you are worried about posting it because of copyright/content issues, you probably shouldn't upload it either.
