For a microphone, if you're willing to spend about $150, you can get a blue yeti or blue snowball mic.
They're great for the price
As for editing software, that stuff usually never comes cheap. However, there are other methods you can find so you don't have to pay full price.
Adobe Premiere Pro is what I use to edit video, and the software can get up to $600 as far as I know when buying the newest version.
However, Adobe let's you do this thing where you just pay like $15 a month I think and you can use it all you want to edit your videos.

blue snowball is a good chea pmicrophone
And i Mirillis would be pretty cheep about 30 dollars so you would get mic and software under 100 dollars

As was said earlier, but I would like to reiterate: The Blue Snowball is a really great, cheap (30-50$) Microphone. And Audacity is a freeeeeee audio editing software that even some major YouTubers use 
I would say that software is better than a microphone, because If your audio quality is bad or has fuzzy background noise, you can remove that with Audacity

I'd say microphone. Most people ignore audio quality, but don't realize people are much less forgiving of bad audio then bad video. How many times have you watched a video in 360 or 240p, and while you found it slightly annoying, still watched it. Think about having to watch a video where the audio is terrible, loud hissing, echos all over the place, clipping, whatever.

Audacity is freeware. It has some good functions and effects and also has the ability to record you. I'd say go for the mic if you just want to record. If you really want to edit I say make sure you have good software. A good mic btw is the blue yeti in my opinion. Had it for over a year and I love it
