I don't think so since it's like any other music. You download it and put it in your video. The system has no way to tell what you put where to give you a warning.

Do you have a source for this? As far as I understand it, all the free music from YouTube's library is completely royalty free and no ad revenue is taken out. This is the first I've heard of it. Please provide a source, because I'd like to read up on this.
