Losing Subscriber count and views?

One of the channels I work with has over 300k subscribers and youtube is unsubscribing active users from that channel and not adding new subscribers. People are contacting the user saying youtube unsubscribed them and when they try to resubscribe they cant. The Channel owner signed with a partner channel a month ago and as soon as they did their views dropped to 25% or less of what it has been for years. Their email shows they are getting 300 plus subscribers a day yet their channel count only goes up by 20-40. Does youtube penalize people for choosing to go with a network and target their channel? They had been contacted by a youtube manager before going with the network who wanted them to work directly with youtube in their region but the network made big promises about promotion and increased revenue so they went with them. Would youtube deliberately target a channel and mess with it's subs, views and promotion?
 
It might take someone having youtube charged with fraud because what they are doing with taking away view counts and unsubscribing people is effecting users incomes and is business fraud.
 
Today is a perfect example. We recieved 228 emails for new subscribers from youtube yet the subscriber count on the channel went up by 3. Youtube is playing some kind of game. This channel has never bought a single subscriber, view or comment so its not like they are cleaning up fake and dead channels. There have been 8 different users that shave said that they have been unsubscribed 3 times so who knows how many more youtube are unsubscribing. It might have to take a criminal investigation into their activities to sort out this rubbish that theyve started with deleting subscribers and views.
