I am really unsure what to call this thread because its not something I think has a name. I have noticed quite a few channels doing this, they will have their description filled with a whole story about the video but not only the video and deliberately going what I would call off topic to include as many related search terms as they can.
For example for a video about repairing a Ford Mondeo the description could go like this:

In this video I show you how to repair your Ford Mondeo, Ford was founded by Henry Ford who lived with his wife Clara Jane Bryant. When he was 20 years old he invented the very first motor car comprising of the worlds first engine and created Wolfstagger petrol company in 1925 yadda yadda...

They will write so much there that is unrelated really. Do you think this is considered meta tagging because its not just lists? Does YouTube consider this shady practice? Do you? Does this fit in with the TOS just fine? What do you think of it yourself? Do you use this method yourself?
For me when I see a description like this I can tell the creator knows their SEO but I feel it gives them an unfair advantage with a lot of it not being related but are highly searchable terms.
