Keyword Filled Descriptions With Stories Meta Tagging

I am really unsure what to call this thread because its not something I think has a name. I have noticed quite a few channels doing this, they will have their description filled with a whole story about the video but not only the video and deliberately going what I would call off topic to include as many related search terms as they can.

For example for a video about repairing a Ford Mondeo the description could go like this:

In this video I show you how to repair your Ford Mondeo, Ford was founded by Henry Ford who lived with his wife Clara Jane Bryant. When he was 20 years old he invented the very first motor car comprising of the worlds first engine and created Wolfstagger petrol company in 1925 yadda yadda...

They will write so much there that is unrelated really. Do you think this is considered meta tagging because its not just lists? Does YouTube consider this shady practice? Do you? Does this fit in with the TOS just fine? What do you think of it yourself? Do you use this method yourself?

For me when I see a description like this I can tell the creator knows their SEO but I feel it gives them an unfair advantage with a lot of it not being related but are highly searchable terms.

I personally think it can be considered meta tagging, and I DO NOT APPROVE. No, but really, it's just the same as putting unrelated tags in your videos. If the people want a description of say, Henry Ford, the person making the video should post a link to the official website on which that information is posted, rather than posting his whole life story in the description.

I have similar feelings towards it, I am pretty sure its their own way of trying to get around stuffing the descriptions with lists of keywords, if YouTube terminate their channel I can imagine them saying it was related to the video in a way since it is really but not 100% related. I have seen channels using questions in the descriptions too for their viewers lol more like search engines things like what did you think of Titanic's ship sinking in this movie? Were you moved when Leonardo Di Caprio died?

Things like that.
 
I see a lot of channels doing this and they're just lifting content from wikipedia on any topic that is vaguely related to their video. I don't think it's breaking the rules but it's not very effective for 2 reasons:

1)Since they haven't written it and lots of people seem to do this, then google's algorithm can actually detect it is duplicate content and ignore it if necessary. And even it doesn't get penalised, if everyone is using the same text, then you're just making it harder to get to the first page.
2)People won't read the descriptions on that channel when they realise they're just full of crap lol.
 
That's the thing if they're original descriptions then I think it's benefitting the video and bringing people to it.
