YouTube has been literally "bleeding cash" ever since Google bought it. When YouTube opened the Partner Program to all comers, the small wound got larger; it began as invitation only, and should really have remained that way. Then came the "pirate opportunists" who saw a chance to make cash by deliberate breaking of the TOS via putting up and monetizing content they didn't own the rights to, or other content which clearly was breaking the rules. This turned the bleed into a haemorrhage.
The advertisers objected to all of this after finding their ads being served against illegal and offensive content, and began pulling their ads off YouTube's ad program. Less ads, less money for partners, less money for YouTube itself. And that is the whole root of the problem you were asking about. Below is how my original answer links with all of this.
If YouTube users were more interested in creating content from scratch that people enjoyed watching, instead of being more interested in "how much money can I make from YouTube videos?", and making that money any way possible (even if it involves content which clearly is against the posting rules for YouTube), this problem most likely would never have arisen in the first place.
And now, as I have said all I intend to on this subject, I wish everyone who has posted to this thread a Happy Hump Day (traditional work-week name for Wednesday from the 1970's), and bow out to pick up my video creation schedule once more.

Second, as I said before, I have been with YT since 2005, and only monetized my account last year. I don't think you caught that part.
Okay, let's start over. I am probably the oldest person on here, so you are not talking with some teenager that is making Nerf videos. I make very serious videos about life. Most of my videos could be categorized as Homesteading videos.
I do not do things to make videos, I makes videos of what I am doing. I just film what I am doing and turn it into a video. Of course I talk and explain things during the filming.
The purpose of my videos are to teach people real life valuable skill to enable them to become self sufficient individuals that have the necessary real life practical skill to provide for themselves. Another purpose of my videos is to pass my knowledge down to my grandchildren and great-grandchildren.
My current video project is massive. I am building a mobile chicken grazing coop from scratch. When it is finished it will be fully self contained, with on board automatic feeding and watering systems. It will solar powered lights, predator deterrent and propulsion systems. So you see, I make serious videos for life. Watching my videos can provide you with real life skill that can enable you to actually do something tangible that could save your life.
So no, I do not make videos to earn money. It is just a nice side benefit. But if anyone should earn money from their videos, I think it should be people like me that make videos that actually have some real life value. But no, that is not the way youtube works. After 12 years, I have less then 1000 subs and make almost nothing, but some teenager that makes stupid Nerf war videos has 2.8 million subs and makes who knows who much money. If anything is offensive. That should be.
