Virool is 100% legit. The views you get from there come from services that virool buys space on. Your stuff is played during these services and people watch them. Sometimes it's a forced watch thing for people playing flash games, mobile games and all kinds of weird stuff but they are real views. You can track exactly where they come from on your YouTube analytics when you use Virool. It just costs money.

So yeah... legit company. Not necessarily good for your channel though because these are mostly non-converting views.
 
After reading the site in detail, you do not pay for views, Virool will post your video as a advert/link on social network sites, forums, blogs, and other places, basically instead you having to find forums to promote your video or post it on facebook and twitter, virool will do all that leg work for you instead, its what it says it is a promotion service, you pay for it to promote your video.
