is views better than subs?

Obviously, we get paid based on our views but a mark if a good channel includes the subscribers. It is like safety and productivity. Of course, safety is important but without productivity, a business can't succeed.
 
It depends on what you're looking for. If you are looking for a group of people to watch your videos (but not always) then you want subs. If you want people watching your videos (and be sure of that) then you go for views.

A high number of views doesn't mean someone is cheating the system, necessarily. You leave out their ability to share and market their videos and the use of SEO by making the assumption. Now if they had 100k views and 5 subs I would worry a little but something like 10 subs and 5k views wouldn't bother me. Gaming channels are a good example of low sub high view channels.
