Is there any way to know when specific person posts a comment anywhere?

Is there a way I can know when certain youtuber leaves a comment on any video.
For example, when PewDiePie leaves a comment on some video I get notified about that.

There's supposedly a notification where you can get an alert if someone above a certain amount of subscribers makes a comment. But I can't seem to find it anywhere!
