Near 4500 subscribers, most are inactive, really stuck on what to do in these situations, I put tons of effort into my videos, get a good few subscribers, however people subscribe and never watch, at 12 views on my video uploaded 2 and a half hours ago, meh :(

But that does sound pretty bad. I have 75 subscribers and I at least get that many views, a couple from subs and friends and others from search. Maybe the view counter is slow? Or is it like this all the time?
 
Id give it a day or two for youtube to give you a more accurate number of views to be sure.

heres some tips to remind your subs to watch stuff.
- make sure you tick the box in your settings that notifies subscribers when you like a video, (although make sure you dont fill their inboxes with your random likes) and notify subs when you add a video to a playlist.
- Make a playlist relating to your vids (e.g. for me, I have animated parodies, or behind the scenes etc,)
- upload your video
-wait a couple of days
-like it
-wait a couple more days
-add it into the playlist.

This will notify your subscribers 3 times over the course of about a week giving yourself as much exposure as you can. And of course sharing it on social media always helps too :D

A lot of us only get around ~10% of our views from our subscribers. You have a video from 3 days ago with 12,000+ views as a 4k sub channel and you are letting a video from two and a half hours ago upset you? Keep doing your thing and the subs and views will follow.
 
Did you change the type of videos your were doing drastically? Were any of the early subscribers the result of sub4subs? Other than that, maybe try and do something that will encourage viewers to tune in the next week. Might have to think outside the box.
 
You're seriously giving people 2.5hrs to watch your video?

People have other things to do besides watch YouTube videos. Give it a few days.
 
Pretty much gonna say what everyone else has i suppose! Be patient! However saying that over the last day or so the YT view counter does seem to be a bit slow
