Haha probably not, I am convinced that computers hold meetings somewhere about how to mess up what I am trying to do, anyways I am going to try that page even though I have tried 10 different pages and none of them have worked. I appreciate your help though! ;)
 
You have a few potential issues that are all combining into one problem.

First of all, when you set your in game screen resolution, this is the resolution you need to continue with the entire time. Unless scaling down, but don't worry about that for now.

So if your in game resolution (windows resolution is irrelevant) is 1280X720, then your raw FRAPs files are all set at that resolution.

When opening Elements and creating a new project the HDV 720p 30 means High Definition Video 1280X720 @ 30 frames per second.

By using that preset you should be keeping your project in the same resolution as your stock video from FRAPS. So the next check is whether the black bars are visible in the preview window.

From there, you do your editing and when finished you need to export the video.

Personally I use the h.264 preset (CS6 Premier Pro, but the preset basics are the same). You need to specify when choosing your export preset which resolution you're using as well, so you need a 720p option here too.

I'm at work right now, so I don't have much access to the programs themselves, but go through all of that and really verify that you're at 720p the whole way through. Black bars almost always mean a resolution mismatch between original recording and final export somewhere.
