Ok, please hear me out.
This really confuses me. My channel has 763+ subscribers or whatever. I have over 1.3 million views. I want to build a fan base. But most of my videos are reviews. And my video that has 1.2 million views is completely unrelated to anything I post now. If I want to build a fanbase and do creative videos, but still do reviews, should I use my current channel since it has subs and views or should I start from scratch? Please help me out here...
 
Starting from where you are now is always good, because a fan base is better than none. Some of your more loyal viewers won't really care what you post, and so they'd stay no matter what. I'd definitely recommend keeping you current channel, and just post whatever you want on it. It is your channel after all.
 
I would just stay with your current channel :) it wouldn't hurt & surely your current subscribers won't hate it either & could possibly like something different, you never know.
 
I'd say, start from where you are right now, just like @Vidcast said, "a fan base is better than none".
I did the same thing with my channel, I started doing makeup, and then started doing vlogs and random tags and talky videos... and now I'm thinking of doing some heathy lifestyle videos as well....
I just consider my channel to be a "Lifestyle Channel" so I show whatever I like to do on a daily basis...
