Yes I did and it was like 2 days after.
But you can still use adsence for your website etc.

Anywhere from right away to 4 weeks, for me it took me 2 weeks, You will get a email from Youtube saing do you want to link fullscreen - creator x to your youtube. when you say yes to that, that's when all partner features will be unlocked. I just updated my banner
so excited about my new background.

lol it's all different for different people. I guess it all depends how busy fullscreen, creator x and youtube are at the time.
