That's not how that works, and to my knowledge you probably aren't in a position to get back your channel, unless you have legal evidence that you didn't breach the violations that your channel was taken down for. If you are with a third party network, you can ask them to get in contact with Google and settle the case, however due to the severe lack of information I find it hard to believe that there's not another side to this story.
