Most likely he/she/it was contacted by a Zoomin.TV content aggregator. Zoomin and it's sub-networks offer 80/20. For a CA to get paid, they need to offer a lower rev share.

At 70% it's not ZoominTV direct but a referral or what they call a Content Agreegator.

So a referral under a sub-network under ZoominTV.
