No, you need to verify your Youtube account. Then you can upload your custom thumbnails. Whether you have 1 sub or 7 million subs.

+1 Just verify your account with a mobile number and it should work, iirc in the past you had to enable monetization to get them though, not monetize a video, just enable it on your account, but I'm not sure if this is still required.
