I don't know if I would use that feature. It is one thing to be recognized it's another to be annoying or distracting.

Get Adobe After Effects.

YouTube: Adobe After Effects, wiggling text. Watch some tutorials.

Create it for yourself, save the video (probably around 15-20 seconds)

Put it on your video and just repeat it over and over again so it's the same length as your video.

Looks like something a video editor like Sony Vegas could do, AE might be a bit overkill for doing it when Vegas or Premier could do it.

try using c4d animating the text savng as png importing to psd and saving as gif. that should work

Yea I have a Mac but I do know final cut pro cost a lot of money Ive been searching youtube videos on how to do it. If I cant ill just put a regular logo in my videos

Since you have a mac, you can create an animation in keynote (about $20) and just have the type over a chroma key compatible color and overlay it in imovie and select "green screen" and the green background from the graphic disappears. There is a tutorial somewhere on youtube.
