You do NOT need to enable monetization or join a network to be able to do custom thumbnails !! Monetizaton is one way of doing it, but it's not necessary.

All you need to do is to get your account phone verified:

Video manager > channel settings
click on the "verify" button.
follow the instructions on the screen
