How to get this effect?

Hello! So recently I got Corel Videostudio Pro X5 and this is the "Lights" effect. The colored part is my wall and black part is part of the effect. It's like a spotlight effect. But I hate Corel and can't use it to save my life,a bit too complicated,and I'm wondering how to achieve that effect with either Vegas or Photoshop mask. Is it possible? It's just a static black screen with the transparent/light part. And I have no idea how to get mask as that.

you could possibly get something like that by experimenting with a vignette, i'm not a pro at these sort of things but if you play about with all the possibilities you may find something that is what you're looking for
 
Hmm alright,I'm not a pro either,I suck at photoshop and I don't even know what a vignette is! xD But back to research! Thank you! :happy:
