Download a program called Audiacity and remove background noise and bass boost.

That will work most of the time. I have to do that when I am recording commentary on the green screen farther back from my computer. I have yet to find an "affordable" lapel mic with the same quality as my Blue Snowball. I tried one of the less expensive ones and it was very tinny sounding. Not quite ready to shell out big bucks for a lavalier mic. If post-processing doesn't help it may be your mic. If you can get close enough to a good mic the echo should resolve itself.
 
Well honestly, the closer you are to the mic, the less room sound will be heard. You could attempt, to place a acoustic foam behind the microphone/camera/webcam and that will stop some of the initial acoustic reflections which cause the reverb aka room sound.

Another tip you could try is try is an expander plugin, and use it to gate out all the background noise, I can't say that would too well BUT it is something you can do post-production.
