End cards (which is what I think you're referring to) can't be turned off as far as I'm aware and yes it's annoying, I've had situations where text has been covered because the creator didn't have the foresight to add an outro for their end cards.

This. It's important for creators to understand how end cards work to the extent that you can have a proper outro setup for them.
I've only just learned this myself.
There's a great video on how to create an outro on the PRIMAL VIDEO channel.

Also there are areas of the screen (top, bottom, left and right margins if you like) where creators should avoid placing text - so that video cards etc / small ads etc don't cover the text content.

As far as from a consumer point of view probably not much you can do I'm afraid. Maybe leave a comment on the video so hopefully creator is aware of issue in future.
