You wouldn't receive any money until you gained $100. Plus networks pay monthly, not weekly.
Oh and 1,000 views would mean about 500 monetisable. WHatever your view count, halve it for an average when you're considering CPM.

1,000 monetisable (2,000 total average) if your CPM is $1
If you had $3 CPM (for e.g.) it would be $3 every 1,000 monetisable views (so you'd need about 2,000 total views)

When you sign for a partnership, you have to get your parent's permission if you're under 18 as you agree to a tax terms and conditions, so when the money goes into your paypal/bank account, it is taxed.

I don't know what the minimum is but if you earn more than a certain amount during the year, you have to report the income. Your age doesn't matter.
