So i been wondering since my channel has been growing at kind of a rapid pace in a sense exactly when do ppl start doing collaborations with other youtubers or what is the average amount of subs does someone have before they are taken seriously???

You can collab at any size its really a matter of who you approach looking at you channel you are in the 200 range so you probably want to get in contact with people within the range of about 400ish subs 500 if you push it. Many youtubers need to see you have something to contribute so asking someone higher than that will probably prove ineffective so try to stick within that range, people are more likely to agree to work with you if you prove working with you will be a benefit and that its not disproportionately bias towards yourself :)

Yeah totally understand that but was just wondering or trying to get some kind of idea of when other youtubers really start doing collaborations

There is no answer I've seen channels less than a month old collab and I've seen channels 2 years old with no collabs it really just do you feel ready or comfortable

I experimented with a collab idea around 800 subs with @Furry Gurus. Not exactly sure how much it helped her channel, but the video on my channel has gotten about 1,200 views so far. The idea was to have my Dalmatian barking at her dog/cat videos and feature the links to her channel and videos that are playing as an annotation. I also put my buddy's band's music in some of my videos, I always link back to their song or web page. That basically gives me awesome music that is royalty free, and it possibly steers traffic to them. You need to find something that will help the other person and yourself. In each case for me, it added value to my videos and could possibly steer traffic to the other people so everyone wins.

ok ill figure something out in regards to how to help out the other channel
Here's an example to show you how simple it was. We are in different countries too, so you don't even have to be on the same continent if you are creative. I just remembered I also did a flame throwing dog video lol, I basically linked to their videos in my description.

The question should be reflected back onto you: when do you want to collaborate? If now, go out there and collaborate. Each channel finds its own path.
