How do YouTube tags work?

When making YouTube tags, i'm not really sure what i'm doing. Here are a few questions i have:
-Does order matter? Are the first few tags more important than the others or do they all count equally?
-Does capitalization matter? Should I put a tag with capital letters, and then one without?
-What is the limit? Is there a real limit for how many tags I can put in a video?

I've heard that it's bad to have the same word over and over again in different tags.
for example you shouldn't tag #good game #minecraft game #co-op game
I've heard the algorithms think you're spamming.
but, this is rather sketchy third hand information from someone explaining how he tags his videos and why.

Order does matter, put your most relevant tags first

Capitalization does not matter

and there is no limit but it is encouraged to use at least 10 relative and highly searchable keywords. Avoid words like of, the, and, blah blah farts.

If you do these things you will be miles ahead of the typical YouTuber.
