RPM have an advanced Channel Roll-Up Tool, which means it should take the same amount of time whether you have YouTube partnership or not

Yep, that`s what I just said
With basic CRT (channel roll-up tool) it can take ~3 weeks for the network to remove Monetization (BUT.. they can still do it)
With the advanced CRT you can partner channels instantly(if there`s no backlog) whether they have Monetization or not.

If they`re telling him he`s already partnered, they may either mistakenly think he`s with another network or he`s claimed be someone else (DMCA copyright strike)
