How Do You Post Bulletins??

i don't know, when i log onto YouTube the first thing thats there are the subscription feeds. Ive seen a few bulletins and have read them.

Yeah, normally when I log into youtube, I'm set to where I only see subscriptions' new videos, not other stuff. When I clear the browser history, or go on another computer, then it's better, but normally I only see these feeds if I'm actively looking to.
