How Do I Put A Gif Onto A Photo

So I'm making my outro. And It is just a single picture. I want to put a gif onto it. But I don't know how to do that. If anybody could tell me how or walk me thgrough it that would be great. I'm for downloading any programs that are free to do it.
 
What software are you using to create your outro? I have experience in Premiere Pro, Vegas and my bud has expierence in Camtasia.
 
.GIFS Aren't Compatible in Camtasia if you download a .GIF to your desktop and add it to the timeline playhead it acts a still photo. @KloudAlpha knows how to convert it. that's where he comes it.

Kloud isnt on right now so ill cover for him. Simply scroll over and click the big "Upload" button,
Then drag/find the .GIF on your computer and wait for it to upload.
Then if it says it already exists simply click "duplicate" then when its done it will give you a link, click it. then when it opens up right click on the video and hit "save video as" and save it to wherever you want. then go to camtasia import media add it to timeline playhead and edit away! good luck.
