Are you talking about the Wiggle Wiggle song? That would be classified as fair use and the Content ID system even if it was scanning his channel wouldn't pick it up.

I know that, never said you can't contact the devs if you're not partnered in a network, only said that if you're going to post copyrighted music, networks can sometimes help you.

Not really, networks sometimes have a list of royalty free music, but they won't let you upload say, the latest Daft Punk album.
