5MB download 0.42mb Upload. (supposed to get 16MB download 5MB upload) They only dug up half the town to put fibre optic and left the otherside..

Wow - that is bad :L I'm not sure what to suggest...I guess you just need to deal with it until you get something better! Leave your computer on uploading the file and you go do something else? Are you using Wireless? If so, try connecting via Ethernet cable

I've always been wired. And thats the best package and with the best provider in the area because all the others I had used to go down 50 times a day (I counted) cant wait till better internet because I'm just going to pay for the internet myself if I give my parents money for it.
