Help with YouTube Shorts

I need help with videos that I want to appear as YouTube shorts uploading as regular long form videos. It's very frustrating. I managed to get one video to upload as a short, but I had to chop it down to under a minute.

I ran a test and had a 2 minute 25 seconds video in Premiere Pro, exported it, tried to upload it as a YouTube short, but it was added as a long form video. I then just cut the very same video down, that was still in my Premiere Pro project, to under a minute and then re-tried uploading it to YouTube, and it then uploaded as a short, so, it seems that it's tied to the time of the video.

Why do YouTube say you can now upload 3 minute shorts when that's blatantly not true for a LOT of people having the same issues?.

I made sure the video has the right aspect ratio for shorts and also tried uploading it from both my PC and my phone but still the video uploads as a long form video. Is there any sure fire way of sorting this out?

Yeah, that’s super annoying — a lot of creators are running into the same thing lately. YouTube is testing 3-minute Shorts, but the feature hasn’t rolled out to everyone yet, so for most users the hard limit is still 60 seconds. If your account doesn’t have access to the extended Shorts feature, anything over a minute will upload as a regular video, no matter the aspect ratio. I’d say keep it under 59 seconds for now, vertical 9:16, and upload via the mobile app until the full rollout hits your region.

Yeah, I'm limited to 60 seconds for sure. The worst part about it is, when I attempt to upload a short, it gives me the option to choose the 3 minute length, but then still turns that video into a regular format video. Some of the videos I do just won't work as 60 second vids, as it would just be super fast cuts and it doesn't translate well (they are music production videos). Ah well, I'll just have to grin and bear it for the time being.
