Google Adwords Keyword Tool Setup?

So you can't use the keyword planner unless you set up an ad first? Why does no one bring this up in any of the videos I've seen advising us to use this tool? You'd think they'd mention it at some point. That's annoying.

But we can pause the ad so we're not paying for it every day? Okay. What if you don't have a website? All I have is my channel, right now.
