I don't know. I don't know much about different networks. Both networks are good though. I'm with Fullscreen Vlog Union So I say join the fullscreen fam! lol.

I'm sure if you ask some people in the forums (Like Shane for example), they can teach you more about the differences between those networks.

Not many network actually have any licenses, infact after doing some thorough research I couldn`t find a single network that had any apart from IGN and Base 79.

Yes, so did I, after talking to a Machinima recruiter it seems they have but 1-2 small time licenses instead of the 20+ I thought they had..
