These the game's 3 FPS count (I can confirm the 3 FPS is real, not a mistake on the counter) and then the CPU (and RAM) usage.
Just finished recording and editing another video on a game with more CPU/RAM usage, and the FPS didn't go under 30 (Would be higher if I wasn't using VSync) even while recording.
EDIT: And Uplink doesn't really change when left idle; It just idles, practically frozen. Only thing that moves when playing (if you aren't doing anything) is the in-game timer/clock.

I run 60+ fps on dayz and arma 3 and I still disable vsync.Oh..
