Ok i feel so dumb asking this but how the hell do i link my facebook and twitter page on my videos with the annotations evry time i try it dont like my links or the opsion is not there for me

You "can" if you own a website or even a tumblr but if you do it you'll get a strike if you get caught.
There a way to link to external (personal) website on youtube but you have to own the site. You could use a re direct link from your site to your fb and twitter.
To stay with I. The rules instead of using a redirect link you could have it so when some click your external link site it bring them to a page that says (you are going over to our facebook page) .
I know chances are that's not what you had in mind but I wanted you to know it was an option.

I heard that some people can, i had a little bar on my annotations that said you could put annotations to outside sites, i have no idea because i just think it's not orthodox, not sure lol.

You have to be the owner of the website and be able to edit the page.
