I would say you could go either path, but hey if you find someone who likes to your stuff and it's not detrimental to your message. But honestly I've never gave this any consideration, or well never thought of it as a realm of possibility I mean. But in the name of science! give it a shot! ^.^

Here is our story.
Recently somebody liked one of our facebook posts. I checked their facebook and it turned out they are professional photographers (Japan Nature and ancient culture). I liked very much their photos and they were in the same city as us. I offered that we can make interview with them (in Japanese). Finally we didn't make an interview but we are going together on trips in the mountains and we make photos and videos together (they have professional equipment) and yes - they do embed our movies on their website - not a game changer but still nice.
Moral of the story - we got new friends and sometimes reaching out to somebody who you really like and is somewhat related to you is not a bad idea at all.

I was embedded on quite a few game review sites in the past, but unfortunately they were all very small sites with little to no traffic so I didn't get much. They emailed me directly though, and asked permission to embed to give their site more content.

I remember that someone posted my video on a forum back in 2009 but other than that I only found my videos on sites that use YouTube's API so anyone's video would be on those sites (unless they disabled embedding)

You can always try to contact admins from websites.
Beware of what they could post about you though, I remember this guy who begged a popular blog to write about him and in their post they were mocking his email and work.
I don't think that applies to every site though.

See this is what I don't really know about - Someone embedding my video on their site and maybe even writing about it is sort of using me. But I do get something in return so swings and roundabouts.
