Editing help needed for Adobe Premiere Pro!

Hi! So im having a huge problem lately with uploading my youtube videos. Whenever I export my videos on adobe premiere it turns out perfectly fine - like the video quality is really good whenever i watch it on my video folder but once i upload it to youtube for some reason the quality becomes so bad. For some reason it becomes washed out, pixelized, and de-colored. No matter how high i increase the bitrate, it's still the same.

Really need help badly!

Well one issue is that it says your estimated file size is 24 MB which is tiny.. Most my videos come out at aleast 1- 2 gigs.

Try increasing your target bit rate and max bit rates...

oh that was just a sample video. It was around 9 seconds?? but i tried uploading it to youtube but still it has the same bad quality

oh ok.. well I would still max out the bit rate..
if a file is small it is going to look bad when uploaded.
