Does YouTube always count views, likes, etc.?

Sometimes when I post videos and link them to my twitter or something, people will reply saying they liked it or whatever and I'll look to see if the view count changed on the video and it usually hasn't. This recently happened on a video that I posted and I checked the view count a half hour later.

Does it take YouTube a while to process the views or what? How does that work?

*Sorry if this question has been asked before and is a repeat...I've just kind of wondered about it.

It does take a while to process the views and such, especially when the video has just been uploaded rather recently.

- The person simply clicked like before watching, so the view has yet to be counted
- The person clicked like, but is watching from a mobile phone (that seems to take longer)
